Stock Condition Surveys: What They Cover, What They Miss, and What Fills the Gap
Almost three-quarters of C3 and C4 regulatory judgments cite poor stock condition survey coverage. The RSH has said that five-year rolling surveys may no longer be enough. Here is what surveys cover, what they structurally miss, and what fills the gap.

What stock condition surveys cover
Stock condition surveys are the established method for assessing social housing condition. A surveyor visits a dwelling, inspects internal components, records condition, and estimates remaining life. A typical survey assesses kitchens, bathrooms, central heating, electrical installations (visual inspection), internal walls, floors, ceilings, internal doors, ventilation and windows from inside the property.
The output drives component lifecycle planning: when kitchens need replacing, when boilers reach end of life, when rewiring falls due. This is useful data. It tells you the internal condition of the homes you entered and surveyed.
What stock condition surveys do not cover
Stock condition surveys are predominantly internal inspections. The external building envelope, the structure that keeps the weather out and the heat in, is assessed from ground level at best. In many surveys, it is barely assessed at all.
Flat roofs on multi-storey blocks are frequently recorded as 'not inspected' or 'assumed satisfactory.' Facades and external walls above the lower elevations are invisible without access equipment. Drainage and rainwater goods sit at roof level where surveyors cannot reach. No stock condition survey includes thermal assessment of the building envelope. Chimneys, parapets and high-level features are almost never inspected because they require working at height.
The coverage problem
A five-year rolling survey programme means surveying roughly 20% of your stock each year. When a provider moves from a historical 100% survey to a rolling programme, the gap is immediate. Median survey coverage across large registered providers improved from 68% in March 2023 to 75% in March 2024. That improvement is welcome, but one in four homes across the sector had not been surveyed recently enough to provide current condition data.
What the RSH expects
The Regulator of Social Housing requires providers to have an accurate, up to date and evidenced understanding of the condition of their homes. C3 and C4 judgments frequently reference inability to demonstrate understanding of conditions, incomplete or out-of-date survey data, gaps in external fabric coverage, and reliance on assumptions rather than evidence.
The RSH has also said that five-year rolling surveys may no longer be enough, reflecting a growing expectation that providers need more frequent, more comprehensive condition intelligence.
The Decent Homes Standard and external components
The new Decent Homes Standard requires assessment of 14 key building components, several of which are external: roof structure, roof covering, external walls, windows and chimneys. A stock condition survey that records the roof as 'not inspected' does not provide the evidence needed to demonstrate compliance.
What complements stock condition surveys
An external building envelope inspection, conducted by UAV, captures roofs, facades, drainage, high-level features and external fabric that stock condition surveys miss. High-resolution visual evidence photographs every elevation and roof zone. Radiometric thermal capture identifies moisture paths, insulation failures and heat loss patterns. Every defect is graded by severity and costed for remediation. Findings are dated, located and stored digitally in Atlas.
The strongest condition intelligence comes from combining both data sets. Your stock condition survey tells you the internal state of the dwelling. Your external inspection tells you the condition of the structure protecting those internal components.
How internal and external data work together
A stock condition survey records damp in a bedroom. An external inspection shows the blocked gutter directly above it. One data set shows the problem, the other shows the source. Replacing a kitchen in a building with a failing roof means the new kitchen is at risk of water damage within years. Knowing external condition before committing to internal works changes how you sequence your capital programme.
